Excise Movement Control System (EMCS)

System for the Exchange of Excise Data (SEED)

The SEED database is a register of all traders involved in the movement of duty-suspended excisable products and is maintained by each Member State. 

All authorised traders must be registered on SEED and be issued with a SEED number. The SEED number is issued by the local Excise Control Officer and must be quoted on all e-ADs.

Traders can now check the validity of a SEED number for any member State on the EU Commission Europa website.
