CESOP - EU cross-border payments reporting
Filing specifications
The filing specifications and procedures of Central Electronic System of Payment Information (CESOP) reports may vary in each member state.
Revenue accepts the following formats:
- Validation Module 1.5
- XSD version 4.80
- and
- XML Version 4.02.

Revenue does not accept previous versions.
This folder contains the validation module versioning currently accepted by Revenue in Ireland:
- CESOP validation Module v1.5.0 User Manual v3.03
- an executable Jar File v1.5.0
- and
- other supporting documents.
The Validation Module is created and supported by the EU Commission. Revenue has not and will not make any changes to this module.
The European Commission has a dedicated webpage which outlines the key documents for CESOP reporting and filing.
The schema which should be used in the XML files is the latest version provided by the EU Commission. All Payment Service Providers (PSPs) with a reporting obligation for CESOP in Ireland should monitor this page and the Commission webpage for updates.
Future releases
Revenue will support XSD Version 4.03 from 25 March 2025.
This version will be in place for Quarter 1 2025 CESOP reporting, which will commence on 1 April 2025.
From 25 March 2025, Revenue will only accept files that are compatible and comply with the following:
- Validation Module 1.6.0
- XSD User Guide - 5.00
- and
- XML Version 4.03.

The Validation Module is created and supported by the EU Commission. Revenue has not and will not make any changes to this module.
The EU Commission has recently published an overview document that outlines the dates for which each individual Member States will start supporting CESOP XSD v4.03. This document has been published on the Public CESOP CIRCABC group website.
PSPs who have a reporting obligation in other Member States should confirm the specifications accepted in each Member State.
