Update to VAT Tax and Duty Manual

The VAT Tax and Duty Manual has been updated to include new guidance setting out the VAT treatment of Blood and Blood Plasma Products which comes into effect on 1 January 2020. The guidance on the Auctioneers Margin Scheme has also been updated.
