Import Control System 2 (ICS2)
ICS2 is a new and updated customs electronic system designed to improve security in the international transportation of goods and involved supply chain. It will manage the advance safety and security risk analysis for all goods entering the European Union (EU).
ICS2 gradually replaced ICS in three planned releases. ICS2 has been fully operational for all modes of transport since 1 January 2026. It implements the Union Customs Code (UCC) procedures for the entry of goods to the EU including the following:
- multiple filing of advance cargo information under Article 127(6) of the UCC
- and
- the involvement of more supply chain actors and business models as set out Article 127(4) of the UCC.
If you bring goods into, or transit goods through the EU you should provide details of the goods in advance of your arrival. You should do this by lodging an Entry Summary Declaration (ENS) in ICS2.
Based on the ENS, all goods are subject to safety and security risk analysis and targeted controls.
ICS2 identifies high-risk consignments and intervenes at the most appropriate point in the supply chain, while facilitating the timely legitimate flow of goods.
Economic Operators (EOs) are required to lodge the ENS to the ICS2 System. This is an EU system applicable for all Member States and is used to:
- lodge and process the ENS
- and
- exchange electronic messages between customs administrations, EOs and the European Commission.

- Allow EU customs authorities to better identify high-risk consignments and intervene at the most appropriate point in the supply chain.

- Facilitate timely cross-border clearance of legitimate trade.
- Simplify the exchange of information between EOs and EU customs authorities.

Business Continuity Plan (BCP) - Fallback
Revenue provides fallback arrangements that you can use to move your goods when electronic systems are unavailable.

Additionally, EO’s should register their email address in the EU-CTP Customs Trader Portal for ICS2 notifications. The DG TAXUD central system will issue notifications where there is an ICS2 slow down or unavailability (scheduled or un-scheduled) that impacts EOs.
