Automated Export System (AES) - Supply chain roles and responsibilities

Exporter or declarant

The exporter is the person established in the European Union (EU) that:

  • has determined the goods are to be exported
  • or
  • who has a contract under which the goods are to be exported.

The declarant lodges the export or re-export declaration, Exit Summary Declaration (EXS), or re-export notification. The declarant can also be the person in whose name they are lodged. 

The exporter and declarant both have a key role in the export supply chain. They are responsible for the following depending on the nature of their business contract:

  • Ensure provision of accurate data for the completion of the export declaration including commodity code.
  • Lodge the export declaration in a timely manner, and well in advance of the collection of the goods by the driver.
  • Ensure accurate information is submitted, including correct offices of export and exit.
  • Provide the haulier with the Master Reference Number (MRN) of the export declaration.
  • Ensure compliance with routing requirements, including the timely provision of supporting documents. The goods cannot be exported until all controls (documentary or physical) are completed.
  • Notify the haulier or driver to call to the Customs export office where a physical exam is required.
  • Ensure the MRN of the export declaration is provided to the trader at exit.
  • Where a discrepancy scenario arises, provide relevant detail to the trader at exit.
  • Ensure goods are presented at exit by the party contracted to take the goods out of the European Union (EU).

Note

The goods should not move to the port or airport until the following controls are complete: 

    • documentary check
    • and
    • physical exam, where this can be done at the trader's premises.
